Enhance Digital Services in Remote Areas
By establishing coverage factors for mobile communications in Remote areas, along major transportation routes, and in mountainous areas, The moda has successfully increased the population coverage rate for mobile broadband networks in 779 villages across 87 rural townships (towns, cities, and districts), enhanced connectivity across four major transportation segments, and improved network infrastructure in ten mountainous areas. The moda continues to explore policy incentives to guide public and private sector efforts in optimizing network coverage for underserved areas.
In 2024, The moda introduced a new factor for 4G mobile communication networks in rural areas: achieving a population coverage rate of over 99%. Additionally, to promote efficient frequency use, The moda introduced a designated 5G factor to guide mobile broadband operators in expanding 5G coverage throughout economically unviable areas, including remote regions and major transportation routes such as the Taiwan Railways Eastern Line and the Suhua Highway. These measures aim to ensure inclusive access to digital services for all communities.
To ensure stable and high-quality network access and realize digital rights in Remote areas, The moda actively conducts field inspections of communications coverage in Remote areas, along major transportation segments (including railways and highways), and in mountainous areas. These efforts include On site data connection and voice call tests to verify the improvement of communication quality in Remote areas, along major transportation routes, and in mountainous areas. This initiative reflects an ongoing commitment to bridging the digital divide between urban and Remote areas.
As the driving force behind the development of Taiwan's digital industry, The moda continues to promote the Review Mechanism for Discounted Frequency Usage Fees for Telecom Operators Participating in Digital Diverse Application Services. This initiative encourages telecom operators to collaborate across sectors to offer innovative application services, including vertical applications, digital trust, data innovation, and energy sustainability. By developing novel 5G application models, The moda aims to enhance Taiwan's digital competitiveness and strengthen the accessibility and applications of digital technologies.

Given that radio frequency is a scarce public resource, Taiwan adopts a reasonable frequency fee mechanism to enhance the efficient use of spectrum resources. These fee standards are reviewed and adjusted annually based on operators' performance; service penetration; total allocated bandwidth; and the maturity of related technologies, markets, and services.
