Connecting Communities Through Spectrum

Telecommunications are essential to modern society. To expand mobile coverage in remote and underserved areas and promote digital applications, the Ministry of Digital Affairs (MODA) combines universal service programs, government incentive schemes, and spectrum usage fee incentives to encourage Mobile Network Operator(MNO) to invest in network infrastructure, improve connectivity, and enable innovative digital services.

Radio spectrum is a scarce public resource. Spectrum usage fees help ensure its efficient and fair use. In addition, MODA uses incentive mechanisms to encourage mobile operators to expand telecommunications services in remote and underserved areas.

Given that radio frequency is a scarce public resource, Taiwan adopts a reasonable frequency fee mechanism to enhance the efficient use of spectrum resources. These fee standards are reviewed and adjusted annually based on operators' performance; service penetration; total allocated bandwidth; and the maturity of related technologies, markets, and services.

To promote universal digital access, The moda continuously evaluates radio signal coverage and the difficulty of base station installation throughout Taiwan. By coordinating digital resources across various agencies and working in partnership with telecom operators, The moda is actively expanding 5G infrastructure, fostering diverse cross-sector 5G applications, and driving innovative services. These efforts aim to accelerate Taiwan's digital economy and achieve balanced digital development nationwide.
