Digital accessibility as a fundamental human right

Telecommunications services have become an indispensable part of our lives. Aiming to promote the deployment of mobile broadband telecommunication networks in remote regions and advance the development of local applications, the Ministry of Digital Affairs (MODA) uses policies for universal service, grants, and radio frequency usage fee offsets as incentives to encourage telecommunications enterprises to expand their service ranges. This strengthens telecommunications services and digital applications in remote areas.

Radio frequency is a scarce public resource. Fee systems can promote fair allocation of this resource, and enhance usage efficiency. MODA has further introduced an offset mechanism to provide telecom operators with guidance in enhancing the development of telecommunications services in remote areas.

Given that radio frequency is a scarce public resource, Taiwan adopts a reasonable frequency fee mechanism to enhance the efficient use of spectrum resources. These fee standards are reviewed and adjusted annually based on operators' performance; service penetration; total allocated bandwidth; and the maturity of related technologies, markets, and services.

To promote universal digital access, The moda continuously evaluates radio signal coverage and the difficulty of base station installation throughout Taiwan. By coordinating digital resources across various agencies and working in partnership with telecom operators, The moda is actively expanding 5G infrastructure, fostering diverse cross-sector 5G applications, and driving innovative services. These efforts aim to accelerate Taiwan's digital economy and achieve balanced digital development nationwide.
